I have noticed issues with face naming from the beginning but now it doesn't work at all. I'm certain that a lot of the people I had assigned names to were gone the next time I saw that same photo. Now when I try to rename or merge them the program just locks up and I have to force quit. I have spent many hours assigning names to my photos. Google photos is looking better all the time.

As a test launch Photos with the Option key held down and create a new, test library. Import some photos and test to see if the same problem persists. Does it? (This tells us if the problem is limited to your current library or is more wide spread)
Next log into another user account and see if the problem persists there in Photos. (This tells us if the problem is limited to your user account or is system wide).
Lastly boot into Safe Mode (Use Safe Mode to isolate issues with your Mac) and test for the problem from there in your current library. Reboot normally and test again.
NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.
