Can a locked iPad be reset without knowing Apple ID or password?

I have an iPad mini 2 that belonged to my late father in law. It was locked and no one has the Apple ID or password. I tried to restore it, but I'm prompted for his Apple ID/passcode, which no one has. How can I reset so it can be used or is this now just a throwaway?

It requires his Apple ID but remember that an Apple ID is an email address. That might make it easier to find.
