Hi , on my Xs Max , recently , when I choose video in camera application , it's freeze for a moment . If swipe up to return into home and then reopen camera , all works fine . Someone else have the same issue ? I have the latest Ios version . Thanks ( ps: I installed ios 13 after a reset of device so from 0)

Sounds like a bug.
I would recommend to contact Support of course and let the now, but I bet they would recommend you to restore your iPhone to factory settings and set it as new again to test if the issue persists.
Just checked on mine iPhone XS and everything is working as expected.
Just to make it clear, when you switch from one mode to another the viewfinder blurs. Do you call this a freeze or not?
No blurs , the image is completely locked ;)
