Activation Server

My daughters iphone had to be taken to the Apple store yesterday. They got it to work & the phone was reset like a new phone... long story short im trying to turn the phone on and set everything up again but it automatically says connecting to server and it cant connect due to server cant be reached.. theres no other option then to go back or tey again so im stuck..iam a little confuse usually this doesn’t happen. I need help to get this phone to work right again thank you!
