Iphone voicemail unknown error

I get new voicemail banners but voicemail tab says no voicemail, and if I called voicemail by holding down 1 it says error performing request unknown error.

I have tried:

turn on and off

reset network

take out sim and put back in

turn on/off mobile data

create voicemail password

call forwarding stuck at loading

iPhone XS Max, iOS 13

Since VoiceMail is a carrier's service, I would contact them and explain your problem.
