One option is to delete the apps/purchases made by the other ID and download them using the new ID if desired. If necessary, check your purchases history to see which apps/purchases weren’t made by the current ID.

I have this same issue. Apple seems to have made a policy or procedural change very recently. I used to just be prompted for the password for the other Apple ID, but that no longer happens. PITA.
