how do I create a virtual keyboard with my iPhone that will connect to my iPad?

Hello,

Both of these are not possible. You cannot mirror your iPhone onto your iPad. You cannot use your iPhone as a keyboard for iPad.

Neither of these things you want to do are possible on ANY iOS device.
