Perhaps if you start in Safe mode, that can help by re-setting some background items
and then afterward on normal re-start, it may choose to work correctly.

There also are some resets, that may or may not help. The symptom(s) may require
system reinstall and/or use of macOS Utilities, via macOS Recovery in the system.
Without knowing more of your actual situation, these could be more than you need.
There may even be a hardware component issue or failure behind the symptoms.
