Google FI SIM Card

My carrier is AT&T, and I am American, but I chose to use a Google FI SIM card, because I am living in Albania temporarily. I keep getting this screen when I put my google fi SIM card in my phone. How do I make it so my phone accepts the Google FI SIM card?
