My wife passed along to me her iPad w/internet. I thought we did everything to transfer properly but the reception bars are still showing up in the menu bar. How do I get rid of that? There is no longer a phone number associated with this device.

They show up there because the device has a cellular antenna. Go to Settings>Cellular and turn it off.
Sorry, I wasn't clear. I believe the bars are going to be there unless you put the iPad in Airplane mode. But, if cellular data is turned off, you're not using. it. The fact that the bars are there doesn't hurt anything.
I spoke too soon with that “Solved” badge. It was easy enough to follow your instructions but just as I was writing this, I looked up and the bars are still there.
