I have this box opening when I try to open Text Wrangler: "Text Wrangler needs to be updated - The developer of this app needs to update it to work with this version of macOS. Contact the developer for more information." Who should I contact?

All development of TextWrangler has ended. You use BBEdit instead. They've changed it so you can use it for free, as TextWrangler used to be. There's just less features than the paid version of BBEdit. But, that was the same with TextWrangler.
