Microsoft tracks Apple's three-year, sliding window of operating system support and will block installation of Office 365 or Office 2019 for Mac where the installed operating system is older than (presently) High Sierra 10.13.
Look into the Free LibreOffice, it handles MS Office files…

No, assuming you have the correct version for the version of Mac OS installed on your system. I'd recommend Office for Mac 2019 or Office 365 subscription service.
