approve this device

Getting the message on my new phone that I need to Update Apple id settings, some account services will not be available until you sign in again, but I keep getting stuck at the prompt that says "Go to one of your other devices signed in to iCloud to approve this iPhone." I'm on my laptop in iCloud but can't find a place to approve my new device.
