I bought an iPad 10.5 pro specifically for procreate but it won’t allow me to download the app without update 13.2. I have 13.3 and it still won’t download.
Update: Weird, but I tried again to update this time hitting the Update button 3 times right after one another (when it seemed to be doing nothing). The 3rd time hitting the Update button it started downloading and completed successfully. Maybe this will help someone else.

You will need to reach out to Procreate’s support for assistance with their product.
Procreate requires iOS 13.2 or later. Having 13.3 should not be an issue since 13.3 is later than 13.2.
What happens when you try to download it? Do you get an error?
I am having this similar issue. When I go to the App Store and find the Procreate app it offers the Update button. When I click on it, it immediately goes to the Open button without updating and without a visible error message. Thank you for looking into this. I have an email in to Procreate support.
