Folder Permission (unable to rename/add)

Hey everyone, this is my first time posting on here. I'm an avid and loyal mac user, over 12 years now. The past 12 months I've been unable to rename or add new folders. No matter what I do, change permissions etc , I keep receiving the following message. I am hoping someone might be able to help as I would like to rename and add new folders. TIA!
