Apple Music not working on second device

Apple Music not working on my second phone with the same Apple ID. It won't let me play any songs or download. It is as if I am logged out of Apple Music however there doesn't seem to be a way to log in any time I try to play a song a message pops up that says "you are already an Apple Music member" with no option to log in or use my Apple Music account. I am not streaming anything on my other device. Not sure what the problem is.

iPhone SE, iOS 10
