Mail app not responding

The Mail app stopped responding after I tried moving a mail message from the icloud email in box to a local folder. I forced quit Mail and tried opening Mail again. It started to open though nothing happened.

Right clicking Mail on the Dock there is a message saying not responding.

I saw in support of someone accidentally deleting and someone saying to install from the App store. I cannot find the Apple Mail app in the App store. What's more I cannot readily move the Mail app to the Trash. A message says the Mail app is required by Mac OS.

How can I restore the Mail app? My OS is Catalina, 10.15.2. I have an iMac that says Late 2012 in the about window.

I looked at the Troubleshoot email problems page and it did not help.

I saw something about using Safe Boot and found the Safe Mode instructions and rebooted in Safe Mode, which is supposed to do some things like clear some type of cache. That helped, I can now open the Mail app again.
