Accounts Section Grey

The accounts section under passwords and accounts is grey and I can’t manage the family settings or iCloud. Please help. I probably turned on parental controls for myself or something equally dumb. Kids were no help.

It does sound like to disabled changes to accounts in the screen time settings. Take a look at this for help.
