Income call ring volume starts off loud & gradually fades away so it can't be heard.Does anyone have a solution?

This is not a problem, it is by design. When you have Attention Awareness Features activated, the iPhone will recognize when you look at the iPhone and reduce the sound of the ringer and other notifications in response to it recognizing that you are looking. If you wish to turn this feature off, go to Settings>Face ID & Passcode, Attention Awareness Features, and turn that off.
