Are you talking about Siri Suggestions? If YES then here is how to turn those off-

1. Open Settings
2. Swipe down and tap Siri & Search
3. Look for the toggles next to Suggestions in Search, Look Up, and Lock Screen
4. Toggle off the ones you prefer not to use
5. To disable/customize Siri Suggestions for individual apps, swipe down below, choose an app and toggle off the desired options

Can you post a screenshot of these boxes? I ask because this doesn't appear to be behaviors from iOS 13. Is your iPhone Jailbroken by any chance? Asking all these questions to better understand your concern. Thanks.

Thanks for posting the screenshot. Those are the results of 3D touches. Those previews are activated when you place your finger on a link for a longer time than it takes to tap on it. Two ways to solve it. When you tap on a link or an app icon, tap lightly and fast. That will surely end this behavior. Long Press or hard press your finger on a link or an icon ONLY if you want to see the preview.

The other way is to adjust the 3D Touch sensitivity. Go to Settings-->>Accessibility-->>Touch-->>3D & Haptic Touch. Once here then under 3D Touch Sensitivity, make your adjustments to suit you.
