How can I flip the 'fn' behavior so I by default have F1 - F10 behavior and only have the play and volume options when I press the fn key ?
This is what I see in the keyboard settings, but when I search for it it seems like there should be a 'Use F1 etc as standard function key", but I dont see that.
I'm using MacOS 10.15.2, Mac mini, with Apple 102 wired keyboard
A reboot took care of the issue.
I attached my windows keyboard, it detected it, but still showed the 'fn' option. (I only closed and re-opened system setting).
I then rebooted and it came up with no options for the attached Windows keyboard. I plugged my Mac keyboard in and now I got the 'Use F1 ... " option

This is what the Keyboard preference pane should look like in Catalina.
Since you don't have it I suggest you download and apply the macOS Catalina 10.15.2 Combo Update and then check the Keyboard preference pane again.
Yes - after a reboot I get that option and it is now working as expected

What choice if any do you see when you click on the "Press Fn key to" drop down menu?
Nope, simply installed Catalina on an external SSD (man - what a speed boost). I never did any xcode debugging before, so I cant remember if it ever showed. Now I want my F9 - F11 keys to behave as regular function keys to have the same debugging keys I have used for the past many years.
Hard to say since a Mac mini doesn't have a Touch Bar either. Did you migrate data from a laptop?

Indeed. Which Apple keyboard do you have? Do you ave a different keyboard you can try?
