Could not connect to Apple Pay - Apple Pay is temporarily unavailable

i am trying to add my bank card, but unfortunately for 1 week one i keep getting an error that " Could not connect to Apple Pay - Apple Pay is temporarily unavailable" & this happens all ways before adding the card


this is what i did so far:


1- change my apple id region to the correct country.

2- made sure of the date and time of the device is correct.

3- my iPhone is updated to the latest iOS.

4- the wallet app have internet access "WiFi & Cellular".

5-tried different networks.

6- restart the iPhone.

7- singed out then singed in back to my iCloud & iTunes account in the phone.

8- i am sure that my bank support Apple Pay


please let me know if you faced such issue and could solve it.
