What time does the iCloud backup start?

There is no set time.

The backup occurs when you are connected to wifi and a charger and the phone is idle.

You can manually trigger the backup under settings-apple ID-device info- iCloud backup- backup now.

When your iPhone is connected to Wi-Fi and is also charging.
