Safari won't accept cookies

So certain websites will not load because cookies can't be accepted. I have tried everything. Prevent cross-tracking unchecked, block all cookies is unchecked, safari opens with a new window not a private window, I have cleared all my history and caches. This is super annoying, Apple.
