No. The iPhone doesn't store contacts on the SIM. If your previous phone was something other than an iPhone and stored contacts on the SIM, you could import them. See: Import contacts from your SIM card to your iPhone - Apple Support
The easiest way to import contacts is to turn on Settings > [username] > iCloud > Contacts on both phones and they will sync automatically and any future changes to contacts will sync to iCloud.
