How do I turn off in app purchases on my sons ipad?

You would set up and use screen time to limit what can be done on the device
Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support
One word of warning, do not forget that passcode you have to set up to use the service. If you do you will have to wipe your device back to factory defaults.
