unlocking disabled iphone SE of another carrier

The steps were followed successfully until the 4th step, Where the we were instructed to connect the iPhone to a computer ' Locate your device on your computer. When you see the option to Restore or Update, choose Restore. Finder or iTunes will download software for your device. ' However the option to restore is not showing.

Is there another way that the iPhone SE can be unlocked?

There is ONLY one way that an iPhone can be unlocked and that is that your carrier has to unlock it. The steps that you have taken (shown in your post) are the steps that you take to validate that an iPhone has been unlocked. Those steps do not unlock the iPhone for you. Please call your carrier or the carrier to which your iPhone is locked to and ask them to unlock your iPhone. Your carrier will go through the requirements that you may have met before issuing the unlock. Thanks.
