Hi
I have an external hard disk that I used to use for my Windows Laptop in the past. I am able to connect it to my Mac and view the files but I am not able to save anything to the Hardisk. How can I reconfigure the harddisk without needing to format and erase the contents of the hard disk? I am not able to see the partition button too

It is as it should be. MacOS can read but not write to a NTFS formatted drive. In order for your Mac to read/write the drive it will need to be formatted to a Mac compatible format.
Also don't expect to store or run a Photos library from that drive. Photos won't accept a library from such a drive because the format of the drive is toxic to the complex ecosystem of permissions and hard links in a Photos library.
