ECG in mexico
if I am in Mexico with my iPhone can I get an Apple Watch, bring it into mx and use the ecg app which is on my phone

ECG requires government approval in the country where the Apple Watch is sold. This is set when they manufacture the Apple Watch before sending it to the retailer, or if you order direct from Apple, then when manufactured for you based on delivery address.
ECG ALSO requires government approval in the country where it is used. The Apple Watch as GPS, so it can know what country it is current in.
Both must be true.
