Camera Flash

My I phone 11 will not take photos with the flash on. I can take photos and videos with out the flash on no problem, but as soon as the flash comes on the video or photos won’t take, the flash won’t even come on. I know it’s not a problem with the flash because I can turn on the flash no problem if I swipe down. I already tried changing the flash settings on the camera app and nothing has helped. I also can not take flash photos and videos on apps such as snapchat and instagram. Does anyone know how to fix this, or should i take it into an apple store?
