iPhone 11 Pro Max camera

iPhone 11 Pro Max The camera flash is not working. All camera settings works, you can select the flash as auto, on or off, but the camera flash never works. The LED itself seems to be working. The flashlight is working. Recording with light works, even the pre-lighting of the photo scene works. Only when the actual photo is taken, regardless of the selected option, the flash does not fire.

The phone was rebooted, factory reset and restored, but that didn't help. Since the LED works, I suspected it is a software problem, maybe some strange option, but couldn't figured it out? Has anyone encountered such a problem?

The phone is:

iPhone 11 Pro Max

iOS 15.3.1

Unlikely to be software if it does not work after a full restore without restoring backup.
