IPad os 13.3 error message

I keep getting error message when im trying to update my ipad to 13.3 , keep getting “ you do not have permission to access required resource” i’ve been trying to update wirelessly and manually on the computer and kept getting an error message like this one above. I also updated my computer to the lastest mac os catalina, please help, ive been following the steps just seems to not work at all :(
