unlock sim-free - neverlock

Hi, I need to know if I buy the Iphone on the USA official site which is called "unlocked sim-free", will I be able to use it with any carrier in the world, currently I live in Ukraine(Europe) but now I'm on the vacation in the USA a want to buy iphone here in the USA one of the apple rooms. These "unlocked sim-free" iphones are the same as "neverlock" iphones?

iPhones are sold in the country where are they are supposed to be used, and because of that, the hardware is designed specially for the mobile service providers in these countries. LTE, for example, might not work correctly another country due to other bandwidth or frequencies.

Also, Apple may restrict warranty the service for iPhone to the country where Apple or its Authorized Distributors originally sold the device.
