Photos won't drag into iMovie

I cannot figure this out for the life of me. I'm on iMovie. I have access to my Photos albums within the iMovie app. I will select all photos in an album and drag them into the editing bay at the bottom. It seems to work great with all the preferences I've picked. Except. Some random photos will not drag and drop. They just have a little grey cancel symbol over them. It seems totally random. I thought maybe it was a size issue, but I found some of the same size where one would work and one would not. I thought maybe it was a copyright issue, but I don't think that's right either because when I came back to the project the next day, the photos that wouldn't work were photos that had worked the day before and vice versa. Why do some photos choose not to work? I cannot figure it out. I have restarted, quit iMovie and re-opened it, tried a different source, etc. I am lost.

I kind of figured it out. Or rather, I found a way around that worked. I went into Photos, selected all the photos in the album, duplicated them all, deleted the originals, and then went back to iMovie and it worked. I have no idea why that worked, but it did!

Try opening iMovie while holding down the Option and Command keys and selecting to delete preferences in the box that appears. iMovie will open in a new library. Reopen your old library to get back to your projects. Now see if you can drag and drop all photos.

Also, to rule out that the issue is confined to only one project, try creating a new project and see if you can drag and drop there.
