why won't Apple Watch series 3 update software to os 6.1.1

If you have a phone that is NOT on ios13 then the watch will not update,watchos6 requires a phone with ios13 or higher which is an iphone 6s or higher.
Thanks for the suggestion I am using iOS 13.3 on my iPhone so think it should work, but it doesn't.
