Verification code not accepted when creating child apple id

I'm trying to create a child apple ID on a factory reset iPad. I get to the step where I need to enter a verification code. I get the code notification on my iPhone which is a 6 digit code. I put that code in and it's not accepted. A red arrow appears to the right of the input code when I select the next button. I've resent the code several times and each time I input the new code. Each time it's not accepted. One thing I notice is that the next button lights up as soon as I type in 4 digits. So maybe I'm entering the wrong code?

I was able to resolve this by adding another credit card to my payment options. This changed the Verification Required page to start asking for the CVV of the newly attached credit card instead of trying the 6 digit verification number. I know my other card that was attached was valid, as I use it through Apple Wallet/Pay almost every day. But for some reason it wouldn't work for the verification. Just FYI, since other folks mentioned to try it on a Mac, I didn't have one available. But I did try separately to create the child account on my iPhone and hit the exact same issue before adding the other payment method.

I'm having the exact same problem. Was on the phone with Apple support for hours with no resolution. They thought it had something to do with Apple Wallet, but it turns out that wasn't the problem. I was able to get around it by logging into my iMac and creating it there. According to support, it appears to be an issue with the latest iOS update 13.3. So support is moving the issue to the engineering team. So we'll see if it gets resolved in the next patch.
