If your iPod has iOS 12 on it (as stated in your "sign-off"), go into Settings/Music and scroll down until you see the section PLAYBACK. Under that heading is Volume Limit, which will currently say Off >. Tap it to go into the setting and you will see a volume bar named MAX. VOLUME. (Ignore the section named EU Volume Limit if it's there, don't use that.)

Move the volume bar to the left to set the maximum volume. When you return one step, to the Settings/Music screen, you will notice that the Volume Limit now says ON >.

If you try this and you have trouble, read the rest of this post, which will explain what is happening.

If you are listening to music when you do set the maximum volume (or Volume Limit), note the following:

  • if you reduce the Volume Limit to lower than the current level on the playback volume, you will notice the volume go down
  • if you already have the playback volume low and you may not notice any reduction in volume, but the maximum will be set
  • if you reduce the Volume Limit to a very low level and then put it back up, the music will stay at the reduced level. That's because the Playback Volume has been lowered as well. (You increase it again on the Playback screen). This protects your ears as you adjust the setting

Other possible scenarios:

  • This should also work on Bluetooth headphones (it does on the pair I tried), but it does not work on the Bose Soundwear (it's a neck speaker) and probably will not wok on Buetooth speakers either
  • On other versions of iOS, the same feature is present, somewhere in the Settings menu. The method is almost the same as iOS 12
  • I assume it's also pressent on devices running iOS 13
