I see the light gray cloud, but when I click ... there is no option to download the issue. I only see Share, Copy Link and Browse back catalogue. I have not been able to see any 'downloaded' issues offline. They don't show downloaded or not.

This feature is available in iPadOS 13. Your post indicates you have an iPad Air (1st generation) running iOS 12 which means that your iPad does not support iPadOS 13 which then means you cannot read Apple News+ magazines offline.
