restore a disabled ipad

When connecting a disabled ipad to itunes to update and restore, I get the following message: "The ipad software update server could not be contacted. You do not have permission to access the requested resource.

What if disabled iPad needs updated before a restore? My IPad is disabled and will not let me restore when plugged into my Mac because it says the iPad needs updated. Any suggestions?
