My phone battery ran out while updating to IOS 13. Now it's stuck in a loop. How do I get it to do anything?

My phone battery ran out while updating to IOS 13. Now it's stuck in a loop. I think it's searching for a wi-fi network, but it won't allow me to do anything. I can't even turn it off. It just shows me the apple icon and blinks every minute or two. How do I get it to accept commands?

Since it shut off in the middle of an update, it probably has an incomplete copy of iOS and is corrupted. You will likely need to plug it into a computer with iTunes, and restore it in recovery mode in order to download a fresh copy of iOS via iTunes.


This will also erase data, but you will be able to restore from a recent iCloud or iTunes backup after the restore in order to get your data back.
