New Child Apple ID, verification code not working

I am trying to get a child Apple ID created. I go to Family Sharing, create a child account. Put in the birthday and accept the terms. The next step is to verify the card on file they send a verification code. The code pops up on my screen, I enter it and a red arrow in the box I type the code in appears. It won’t let me go to the next screen. I’ve resent the code 10+times. I have a card on file. Not sure why?
