iPhone activation

im trying to activate my iPhone over cellular network and it’s telling me it’s not working. Y can I not activate over cellular network?

iPhone 6s Plus, iOS 12

You will need to activate your iPhone over a WiFi connection. Cellular data cannot be accessed until your iPhone is activated.
