Apple Pay Restricted

When I try to send money to friends it says, “Sending and receiving money in messages has been restricted. Go to wallet for more information. “ When I go to wallet it says, “Sending and receiving money in messages has been restricted. You can use your remaining balance in stores, in apps, and on the web.” What do I do to unrestrict this?
