I was able to use the i button from a persons text to locate their phone but now it does not go into the location screen even if location can't be found do I need to set someting up on my phone to use the i button to locate another?

I do not recall having had to previously but again it is now not working the same.

You can only see the location of someone if they are sharing their location with you. If they are not sharing, or were and no longer are, then you will not see their location. You would have to ask the person texting you if they are still sharing their location.
