verifying apple id

When I try to spend my credit on apps or in-app purchases a message pops up saying I need to verify my payment method, but when I click continue it brings me to the iTunes settings and all I can do is redeem/add funds or add a credit card, but I already have a lot of credit and do not want to add a credit card.

I’ve searched up everywhere, even tried contacting apple (didn’t call me back).

Please, if anyone has any solution.
