How to turn off location on iPhone that won’t power on
The phone is in recovery mode. We need to turn the location off to return it. How do i do that

You don't need to turn off the "location". You need to turn off Find My.
Do that by logging into your iCloud account at https://icloud.com/find and remove the device from the list.
