Can't turn off location settings on iPhone 7 Plus

I am trying to send in a phone to get the screen repaired but Share My Location is unavailable. I cannot turn off this feature after trying a bunch of different options.

How do I fix my location on my iPhone? I just moved and my phone thinks I still live at my old apartment, the location will not update. Sometimes it will update if I go somewhere else but always defaults to my old location. It’s an issue with the actual location on my phone, it shows the same false location on all the different location apps on my phone.
