Filter Unknown Sender is not working in IOS 13.3

I saw a very old post about this but it looked like it was never addressed. I’m getting spam messages even though the message settings are set to Filter Unknown Senders. I’ve tried turning it off and restarting my phone and tuning it back on with no success. Spam messages don’t get filtered. Is this problem known to Apple support? Thanks.
