Not certain exactly where your problem starts from the reinstall/reset of macOS.

Is Mac system still in range of High Sierra 10.13.6? Was system wiped + re-installed?

There are tools and other means to try and resolve most issues, they require

more reading and effort; often beyond where one support article leaves you.

You can choose an existing system on startup by holding Opt key when Mac chimes.

That would normally show optional systems to choose & Start from. (Where existing.)

You could use macOS Utilities from macOS recovery; those allow one to repair drive

or reinstall, among various key combinations. ~ Not sure where you really are!

I see after keyboarding awhile, you also have another reply above.

Hope those options can help resolve your issue.!
