So my new iPhone 11 Pro was stolen. I have only just realised through another device that I had “find my” switched to off on that device.

I can still see the device on the list of devices on find my but it does not give any location or last location. I have switched on lost mode. My question is when lost mode is switched on if the phone is turned on will this now activate find my ? And I will see location?

from reading apple support I understand that turning on lost mode will only show the phones location if location services were turned off. And that if find my was turned off I just won’t ever be able to track it. All help appreciated. Also how can I contact apple to kick it using the IMEI.
